The SEA consultation documents have been updated where appropriate to comment on the Scottish Ministers’ proposed modifications to the Fife Structure Plan, as they relate to the Local Plan.
Where documents have been updated as a result of the Structure Plan modifications, the changes are clearly marked in red type (like this) for ease of reference.
What is this consultation event all about?
This consultation event is seeking comments on the Strategic Environmental Assessment (SEA): First Stage Environmental Report, which is part of the St Andrews & East Fife Local Plan process. As part of this consultation event, we are also accepting comments on the St Andrews & East Fife Finalised Draft Local Plan (August 2006), upon which the SEA Report is based.
Whilst the SEA: First Stage Environmental Report is based on the August 2006 version of the Local Plan, it also takes account of those settlements recently added to the Local Plan area; namely Falkland, Newton of Falkland, Freuchie, Lundin Links, Lower Largo, Upper Largo and New Gilston. These settlements were previously covered by the Kirkcaldy & Mid-Fife Local Plan and were also considered as part of that Local Plan's initial SEA Report.
As indicated above, the SEA: First Stage Environmental Report has also now been updated to incorporate commentary on the potential environmental impacts, at Local Plan level, arising from the Scottish Government's proposed modifications to the Fife Structure Plan.
How can I make my comments online as part of this consultation event?
The main body of the SEA: First Stage Environmental Report (as updated in February 2009) is readable online by clicking on the link below and you can make comments as you read the document by clicking on the "Add Comments" button where appropriate.
If you would prefer to make more general comments on the SEA: First Stage Environmental Report, or on any of the Annexes which accompany the main body of that Report, please use the comments box in Question 2 of the comments form which appears when you click the "Add Comments" button.
The comments box in Question 2 of that comments form should also be used for any comments on the St Andrews & East Fife Finalised Draft Local Plan (August 2006), the Position Statement on the St Andrews & East Fife Local Plan Process (October 2008), or any other appropriate document.

Note that the full text of the Scottish Government's proposed modifications to the Structure Plan has been added as Annex 6 to the SEA Report. We have also added a new Annex 8, which is a summary table offering an initial assessment of the available options for incorporating the Structure Plan modifications into the Local Plan.

What happens at the end of the consultation period?
The SEA: First Stage Environmental Report will be updated and reviewed at each stage of the Local Plan process. Your comments will be considered as part of this review and these will inform the forthcoming Finalised St Andrews & East Fife Local Plan 2009, which will be a revision of the St Andrews & East Fife Finalised Draft Local Plan (August 2006). We expect to publish the Finalised St Andrews & East Fife Local Plan 2009 for public consultation in the autumn of 2009.
